Lowell — Richard P. Brassard was the Superintendent of Maintenance for the City of Lowell’s Water Utility when he retired in January 2008 after an incredible career spanning four decades (1968-2008). He brought innovative skills and a strong work ethic to the job and was known as a mentor for all that worked under him.
