Rasool Al Janabi left the scene before officers arrived, police said, but returned while they were investigating with a family member.

Prosecutors charged Rasool Al Janabi with five counts of leaving the scene of an accident resulting in physical injury.

The 39-year-old pedestrian injured in the crash was an off-duty officer from another jurisdiction, McCoy said. The officer was attempting to move the crowd away from Al Janabi’s vehicle when he, too, was injured. The 39-year-old was listed in critical condition at the hospital, but McCoy said the officer is expected to recover.
