DOUGLAS RANCH, AZ — Amid an ongoing housing shortage in Maricopa County, a west Valley developer said it is preparing to break ground on one of the largest master-planned communities in the country.

Teravalis has been in the works for 25 years and could become the largest master-planned community in the state and one of the largest in the country, if developers can secure the water to sustain it.
