A federal judge in Washington, D.C. dismissed two lawsuits on Friday aimed at blocking the Trump administration’s dismantling of the U.S. Agency for International Development (USAID), delivering a major legal win for the White House in its broader effort to consolidate foreign aid operations under the State Department.

U.S. District Court Judge Lindsay C. Jenkins for the Northern District of Illinois Eastern Division said the Trump administration “lacks standing” to invalidate the state, city and county laws that limit cooperation with federal immigration enforcement.

U.S. District Judge Lindsay Jenkins ruled that the Trump administration's efforts to force the state and city to comply with federal immigration law was an “end-run around the Tenth Amendment," which protects states from federal overreach.

The Justice Department had sued the leaders of Illinois, Chicago and Cook County over policies that limit cooperation with federal immigration officials.
